New Jersey uses the Graduated Driver License (GDL) system. This means you’ll gain driving privileges gradually as you gain experience behind the wheel.
There are three stages to the GDL process:
Student Learner’s Permit – For drivers aged 16 and older
Examination Permit – For drivers aged 17 and older
Probationary License, followed by a Basic Driver’s License
Each stage has its own requirements and restrictions to help you become a safe, confident driver.
If you’re 16 years old, here’s what you need to do first:
Be at least 16 years old
Be enrolled in a behind-the-wheel driver training course (such as at Technical Driving School)
Have parent or guardian consent
Pass the knowledge test and vision test at the NJMVC
Enroll in an NJMVC-approved driving school (like Technical Driving School).
Your school will purchase your permit electronically from the MVC.
Pass the knowledge test (written exam) and vision screening.
Once approved, start your 6 hours of behind-the-wheel training with a licensed instructor.
Once you’ve completed the 6-hour training, your instructor will validate your permit. Now you can practice driving under supervision for at least 6 months before applying for your probationary license.
Driving restrictions with a learner’s permit:
You must be accompanied by an adult supervising driver (21+ years old with 3+ years of driving experience).
No driving between 11:01 PM and 5:00 AM.
Only one additional passenger allowed unless accompanied by a parent or guardian.
Must display red reflective decals on both license plates.
If you’re 17 or older, you can apply directly for an Examination Permit without completing the 6-hour training.
Visit your local NJMVC agency.
Complete the Driver License Application.
Provide 6 Points of ID (proof of identity and residency).
Pass the knowledge and vision tests.
Pay the required permit fee.
Once your permit is validated, you can start supervised driving practice for at least 6 months if under 21, or 3 months if 21 or older.
